The international press has most recently focused on an alleged authorization enabling Cuban entrepreneurs to create small and medium enterprises. This originated after the the Communist Party of Cuba published a paper entitled: "Conceptualization of the Economic Model and Social Cuban Socialist Development National Plan for economic and social development until 2030. Proposal vision of the nation, axes and strategic sectors ".
In this document, number 180, provides that:
Cuban natural persons may establish the following types of entrepreneurial projects:
1) Small business done fundamentally by the worker and his family;
2.) Private companies of medium, small and micro scales, depending on the volume of activity and number of workers, recognized as legal entities.
This document is intended to be submitted for consultation this year and contains the strategic paths established by the Party leadership. It is not a legal standard allowing Cuban entrepreneurs to immediately incorporate their businesses, but rather a guideline to be formalized at the proper time
Cuban private enterprise has been cultivated within the framework of "self-employment",a closed list of activities allowing entrepreneurs to operate as a kind of “sole proprietorship”. An authorization for the incorporation of these types of private businesses creates an appropriate framework for enterprises that materially transcend the scale of self-employment.
Among the advantages that incorporation brings are limited liability for entrepreneurs, as well as, hopefully, access to mechanisms such as hiring Internet services or the import and export of services, which are not currently available for private entrepreneurs.
